the main conclusions in the report of Consultants, appointed in February279 to confirm the feasibility of constructing and operating an international airport at Chek Lap Kok, which was submitted to the Director of Čivil Aviation (DCA) in March this year; (paras 15 to 38) and

for the replacement airport; (paras 39 to 42 and para 49) and
(c) the North Lantau Development steering Group's
tentative outline programme for the proposed development of North Lantau, the replacement airport and the Lantau fixed crossing; (para 26 and Annex B) and
(a) the estimated cost of the replacement airport;

the studies, investigations and planning which it is recommended should be undertaken before honourable Members' advice is sought on the construction of a replacement airport at Chek Lap Kok at the end of 1982; (para 53 and Annex C)
and to seek the advice of honourable Members as to whether the studies, investigations and planning mentioned in (e) should be undertaken generally in accordance with the schedule at Annex B.

Air traffic forecasts for Hong Kong made by the Civil Aviation Department in 1965 first raised doubts whether Kai Tak Airport would be able to meet the demand for its services after about 15 to 20 years.
