I have discussed this subject in general terms with ///
Sir E Youde who is, like me, opposed to the sugation of siting a new airport over the border in China We both consider the Governor's views much more convincing than the minority view expressed by Sir S Y Chung and others. We agree with the Governor that to try to use the airport, whether in China or Hong Kong, as some kind of 'lead in' to the main issue of the future of Hong Kong would be quite the wrong way round.
2. The siting of a new airport within Hong Kong is clearly a matter for the Governor. But Ministers would need to be consulted before any approaches are made to the Chinese on anything but the purely technical matters such as air traffic clearance over Chinese waters, international call signs, etc.
I have accordingly added a sentence in paragraph 9 of the draft and made one or two other minor amendments.
