to define the civil engineering reclamation scheme;

to prepare the preliminary construction specifications; and

to establish the financial viability of the replacement airport.

After this has been completed, the Director of Civil Aviation will review the forecasts of air traffic and the advice of honourable Members will be sought as to whether tenders should be called for the construction of a replacement airport at Chek Lap Kok if satisfactory financing arrangements for the project can be made.

Page 36 of Annex A shows the currently proposed development schedule. The immediate advice now being sought (whether or not to proceed with further planning work) and the further decision, at the end of 1982 (whether or not to construct the replacement airport at Chek Lap Kok) are both critical events in this programme, as are the completion of both the fixed crossing from the mainland to Lantau and an airport access roadway (which are scheduled for completion by the end of 1986). The prior completion of the first six items shown in the schedule on page 36 of Annex A and the commencement of the seventh are also essential to the orderly development of the proposed programme.

ESTIMATED COST OF THE REPLACEMENT AIRPORT

The Consultants have developed cost estimates for constructing the replacement airport based on prices prevailing in mid-1979 as below. Costs have been sub- divided into those that normally accrue to the airport account and those that are normally the responsibility of tenants.
