is, the licence fee for these vessels should be limited to that portion of the present licence fee which recovers the related administrative costs. The Merchant Shipping (Fees) (Amendment) Regulations 1980, annexed, seek to give effect to this proposal.
Financial and Staffing implications

Although technically some revenue would be lost from the Class VII licence fees, the Government would continue to receive an appropriate rental for the use of the sea bed in accordance with the lease conditions of the relevant private treaty grants. There are no staffing implications.
Public relations aspects

It is expected that the proposals would be welcomed by floating dry dock operators as a satisfactory solution to the existing anomalous situation.
Advice sought

Members will be asked to advise whether, under section 35(2) of the Shipping and Port Control Ordinance, the Merchant Shipping (Fees) (Amendment) Regulations 1980 as annexed, should be made.
