The reasons for this provision have been explained to the Foreign and Commonwealth Office. The reaction of officials is that as it is the intention that the provision would not be administered in a way that would have undesirable international repercussions it can be justified as an emergency measure. While it has not been practicable to consult Ministers in the time available, it is anticipated that they will support the intention of the bill.

Honourable Members will be asked to advise:
whether the Immigration (Amendment) Bill 1979, at Annex A, should, subject to any amendments agreed by the Legislative Council, and to the acceptance of UK ministers, be published in the Gazette on 27th July and introduced into the Legislative Council for all three readings on 1st August 1979; and
whether the Immigration (Unauthorised Entrants) Order 1979, at Annex B, should be made subject to the bill being approved by the Legislative Council.
