HONG KONG REGISTER
I attach a first draft of a paper setting out the advantages and disadvantages I shall be grateful for any comments which of a separate Hong Kong register. you or others may have, the aim being to finalise the paper before Mr Steele's
I shall be particularly grateful if departure for Hong Kong on 21 March.
Mr Neale, in conjunction with Mr Dewaele, could look at the question of how far it is already possible for non-British officers with suitable UK or other (which?) certificates to serve on board Hong Kong-registered vessels.
