I fes HK's maritime Def. has been indiscrete. Grateful for comments
Enclosed is a copy of a telex from Shell Tankers (UK) Ltd. which reached me via the General Council of British Shipping.
The first thing needed is verification of the new rules which the Hong Kong audinorities are alther proposing to introduce or have already done so.
Miren Ah 4 British-owned and registered ships are unlikely to arrive at
Kong with undeclared refugees on board nor to assist entry into Hong Kong by dropping refugees outside limits in their own boats, I do not see #co to morry about as far as the prescribed penalties are concerned.
more concern, however, is the threat of up to three weeks' delay for any this that dogs arrive with declared refugees and of what appears to be an
ebay by the Hong Kong authorities to persuade ship-owners to stand their chine Jurdkor or to sea when approaching "refugee" waters.
säovld be glad to have your comments in due course and in particular to know whether 'avoidance' of the refuges area is a matter that could find
baclf referred to UNHCR.
Your vincerly,
Mary Haben
