I refer to your letter ECON 2/1806/76 dated 18 January 1980 addressed to the Foreign and Commonwealth Office requesting the assistance of staff of the Admiralty Surface Weapons Establishment (ASWE) to provide an advisory service, to the Hong Kong Government, in connection with the establishment of I am pleased to an Electronic Surveillance System for the Port of Hong Kong.
be able to confirm that the Ministry of Defence, representing the UK Government, is willing to provide such an advisory service and that the system is to be known
as the Hong Kong Traffic Management system. The work is to be carried out in accordanc with the following schedule.
а.
Advice on finalising the system configuration and specification including preparing and under-taking a Mobile Radar Survey.
b. Assistance in the preparation of the technical aspects of the system, contract tender documents.
C. Estimation of the system costs.

Technical advice on the system tenders to enable the Hong Kong Government to determine a prime contractor for the project.

Advice on the management of the system production contract.
Advice on overseeing of the installation and of acceptance of the system.
Advising on the training of staff and manning and maintenance of the system.

h.
Advice on the phasing of the sub-systems within the overall plan and the possible future extensions.
2. (a)
The expected programme of work is as follows:
Items a and b of paragraph 1 in the period 1 November 1980 31 March 1981.

b. Items c, d and the commencement of 9-h in the period
1 April 1981 - 31 March 1982.
C.
Items e-h will continue from 1 April 1982 until completion by 31 March 1985.
