1. During my visit to Hong Kong, Mr Jeaffreson, Secretary for Economic Services, told me that Mr Tebbit of the Department of Trade had been told in Peking that the Chinese expected that someone would soon go out from London to Peking to sign a Maritime Agreement.

2. Hong Kong had heard nothing about this. They had a close interest in the subject because of the problem of Hong Kong seamen on British ships. I said I had heard nothing but would consult you.
