Objection from Mutual Aid Committees Section 4, 7, 9 and 10, Ngau Tau Kok Cottage Area (Annex E)

The stated ground of the objection is that Chun Wah Road is the crucial traffic route for residents of the remaining sections of the Cottage Area and its closure will severely inconvenience them.
The objectors request that the closure be postponed until after all the residents have been rehoused.

A meeting held on 8th December 1979 between the consulting engineers for the site formation project and Mr. NG Chiu-lok and other objectors in the presence of officials of the Housing Department elicited the following points in amplificiation of the written objection:-

the objectors thought, without knowing prior to the meeting of the traffic arrangement described in paragraph 5 above, that the uncleared areas of Fuk Wah Tsuen would be denied vehicular access; and
they were unwilling to use the alternative pedestrian route (shown by a broken green line on the plan at Annex C) for walking to Jordan Valley because the distance is longer and it takes more time.
It is considered that the arrangements described in paragraphs 5 and 6 above adequately meet the objection based on the road being the residents' "crucial traffic route" insofar as that ground relates to vehicular access and alternative routes for vehicular traffic generally.

The inconvenience of the alternative pedestrian route will not only be of short duration in view of the passage of time since the objection was lodged but is of a minor nature as the length of the alternative route to Jordan Valley is about 1050 metres compared with about 750 metres via Chun Wah Road, i. e. 300 metres more; and the increase in walking time (assuming a moderately slow pace of 2.5 miles per hour) is only about 4 minutes.

The inconvenience that will be caused to the remaining residents of the cottage area appears tolerable in terms of time and nature. Their request to delay the closure until after final clearance does not appear to be reasonable. It is recommended that it should not be acceded to and that the objection be not upheld.
