Vehicular access to these parts will be maintained by converting Sau Yan Path to a 2-way track and keeping the eastern section of Chun Wah Road open until all residents have moved out.

The plan at Annex B shows by broken green lines the trunk roads linking Jordan Valley with Fuk Wah Tsuen and Upper Kwun Tong. There is now also an express route (marked by a broken blue line) which, since 21st December 1979, has linked North Kowloon with Upper Kwun Tong and the Fur Wah Tsuen area via Shun Lee Tsuen Estate.

The plan at Annex C shows, by a broken green line, an alternative walkway between Fuk Wah Tsuen/Ngok Yue Shan, Kung Lok Road and Jordan Valley. The whole route is in good condition for walking and is paved except where it crosses a temporary playground (photographs of which will be available to Members when Council considers this memorandum). A temporary paved footpath will be provided by the Housing Department in this playground pending its development by the Urban Council for recreational cycling.

Gazetting under the Streets (Alteration) Ordinance

Gazette Notifications in respect of the proposed closure of the section of Chun Wah Road shown coloured red on the plan at Annex A were first published on 12th October 1979 in accordance with section 3(3) of the Streets (Alteration) Ordinance (Chapter 130). During the statutory period allowed for objections and claims, four letters objecting to the closure, but no claims, were received. One objection was subsequently withdrawn. D-F Copies of the three remaining letters of objection are at Annexes D to F.

Objection from Mr. R. Cheung (Annex D)

Mr. R. Cheung objected to the closure on the ground that the proposed road closure will deprive him and others of a convenient vehicular route from other parts of Kowloon to the Upper Kwun Tong area (Hong Lee Road).

As explained in paragraph 6 above and shown in Annex B, adequate alternative routes are available. Moreover, since the date of Mr. Cheung's letter the route via Shun Lee Tsuen has been opened, which appears to meet the substance of his objection. It is accordingly recommended that Mr. Cheung's objection be not upheld.
