subsement calendar year, The tentative Route
Development Programme shall contain a forecast
of the number of buses likely to be required
and the terminal areas of any anticipated new
or augmented services. Both the finalised end
tentative Route Development Programmes shall be
supported by passenger forecasts and other
relevant facts in whatever detail is appropriate.
The omnibus acquisition and phasing out programme
in the 1st Schedule and the spare parts acquisition
programme in the 2nd Schedule shall then be
reviewed and revised by the parties hereto and
any agreement thus reached shall be deemed to be
substituted for the said 1st and 2nd Schedules
respectively. In the event that agreement as
aforesaid is not reached by the parties hereto
by 31st May in any year, the Commissioner may
direct or require compliance with such programmes
as he may issue pursuant to the Ordinance or this
Agreement, as the case may be.

With regard to clause 1 (b) hereof, it is agreed by the
parties hereto in order to assist in the maintenance of
a proper and efficient public omnibus service pursuant
to section 12 of the Ordinance, that the omnibus
maintenance and servicing programme shall be in accordance
with the 3rd Schedule hereto.
