The cost of the works referred to in paragraph 22 above, which would be implemented by Public Works Department staff, would be about $2.5 million and if the proposals are approved a separate submission to Finance Committee will be made.

Traffic congestion along the north shore of Hong Kong Island has been a subject of public concern for some time. Much of the comment on various traffic management proposals which have been floated has been critical. In particular, there was vociferous opposition to the possibility of a ban on private cars along King's Road, A number of taxi and lorry owners' associations, transport workers' unions and the Hong Kong Automobile Association have objected to measures aimed at giving buses and trams priority over other forms of road transport. The proposals set out in paragraphs 18 - 20 above, if approved, are likely to attract considerable public interest. Indications are that their introduction would be supported by bus and tram users who are likely to benefit. Criticism can be expected from disadvantaged groups of private motorists, taxi and goods vehicle operators, and PLB owners. However, as the proposed measures do not involve a complete ban on these vehicles, opposition is unlikely to be sustained. There will be expectations that the Government has in hand long term solutions to the very serious traffic problems in this
area.

Publicity would give an indication of the alternative long- term solutions to the traffic situation along the Island Corridor which are presently being considered. It would be stressed that the proposals were being introduced on a trial basis and they would be monitored for their effectiveness. An indication that these proposals have the support of the Transport Advisory Committee would be made in the announcement.

Members are asked to advise whether the proposals set out in paragraphs 18 to 20 above should be implemented, subject to the voting of the necessary funds by Finance Committee, on an experimental basis, and monitored to measure their effect.
