The Action Group's recommendations

The Action Group accordingly recommended that the traffic management measures illustrated on the drawing at Annex and explained below should be introduced :-

bus-reserved lanes along both sides of King's Road and Shau Kei Wan Road, wherever possible, between Causeway Bay and Chai Wan Road in Shau Kei Wan; these lanes would be set back from junctions in order to achieve maximum junction capacity; it is proposed that the bus-reserved lanes would operate only during peak hour periods, i. e. 7 a.m. -
10 a, m. and 4 p.m. 7 p.m. so as to permit goods vehicles to load and unload at the kerbside at other times;
tram reserved lanes (effected by double-white lines), wherever possible, in order to improve tram speeds and to prevent any diversion of other traffic onto the tram track; in the interests of safety, such reserved lanes would operate throughout the day;
road widening on Java Road to permit two right- turning lanes from King's Road onto Java Road, at the King's Road/Java Road junction;
the installation of additional traffic signals along Java Road at the junctions with Healthy Street East and Tin Chiu Street to facilitate fire station emergency calls and the movement of vehicles to and from the North Point vehicular ferry terminal; and
a peak-hour prohibition of PLBs entering Electric Road from North Point Road, Java Road and Tin Chong Street.
These recommendations do not include any prohibition of private cars and taxis from entering King's Road because any such measure would arouse strong opposition, even if confined to peak hours. The Action Group suggested that any such prohibition should be considered only if the measures recommended in this memorandum prove inadequate in practice. In such a situation more severe measures to curtail private car and taxi movements during peak hours would be necessary.
