MEMORANDUM FOR EXECUTIVE COUNCIL
Easter Island Corridor Traffic Management Scheme
On 11th December 1979, the Secretary for the Environment explained to Council that reports in the media concerning the closing of King's Road to certain classes of vehicles were a misrepresentation of views being considered by the relevant Branches and Departments. He said that any proposals would be brought to the Transport Advisory Committee and thereafter to this Council.

The proposals set out below have consequently been considered by the Transport Advisory Committee and are now submitted for Members' consideration.

In the eastern part of the Island Corridor, between Chai Wan and Causeway Bay, traffic conditions have significantly deteriorated because the general growth in traffic has been exacerbated by major developments in the area which have directed additional traffic onto King's Road, the one major road serving east-west movement.

Although work has recently begun on the first stage of the Island Eastern Corridor Road, it is unlikely that this initial section will be completed before 1984. Proposals are being studied for the introduction into the corridor of either a Light Rail Transit system or a Short Island Line of the Mass Transit Railway. Neither of these rail-based systems, if approved, could begin operation before 1985.

Accordingly, in November 1979, the Secretary for the Environment set up an Island Corridor Action Group, charged with the task of developing proposals which could be implemented quickly to provide an improvement in traffic conditions in the short term. This memorandum sets out the recommendations developed by this Action Group.
