In addition, Mr Taylor, Deputy Secretary for Economic Services, telephoned this morning to say that the Governor would not now be transiting London on 14 October but would be going to New York via Tokyo, unless we saw good reason for him coming here in order to see Ministers regarding the problem that has arisen over ECGD cover. He would happily put Hong Kong's case to Mr Nott or Mr Parkinson, whoever was the more appropriate.

You will wish to consider in the light of this morning's meeting whether such a meeting needs to be arranged and you may want to discuss this with the DOT representatives.

Hong Kong are anxious to know the outcome of today's meeting and I have said that we would give them a telegraphic report. I also undertook that we would telegraph the Governor on whether he should pass through London next week.
