MEASURES TO BE TAKEN UP TO 1986
Introduction
On 16th December 1980, after considering memorandum
XCC(80)137, Members advised and the Governor ordered that, inter alia, a paper should be prepared for further discussion setting out preliminary views on possible measures to ease traffic congestion and disruption along the proposed route of the Island Line in the period up to 1986, and specifically to consider:
(i) the possibility of reducing the timetable for the completion
of the Island Eastern Corridor Road;
(ii)
the introduction of additional (coastal) ferries between Chai Wan and Central (to serve the Corridor);
(iii) the diversion of traffic onto hillside routes where
possible;
(iv)
the introduction of restrictions on loading and unloading;
(v)
(vi)
the introduction of restrictions on access by particular classes of vehicle; and
any other short-term measures.
The Island Eastern Corridor Road

The whole of the IEC Road to Shau Kei Wan has been re-appraised and the programme of clearances and works re-examined. It is now considered that, provided certain assumed courses of action are followed, the Road can be completed by mid-1985. Some of the assumptions are:

early financial approval of all the public works items involved, including roads, ferry piers, sea-walls and drainage outfalls;
approval of the Kornhill Development to provide the necessary spoil at an early date;
