the Government should continue to negotiate with CMB a memorandum of understanding along the lines of the draft at Annex F (paragraph 23);
the Government should continue discreetly to develop contingency plans to cover any breakdown in negotiations with CMB (paragraphs 25 to 27);
amendments to the Public Omnibus Services Ordinance should be drafted along the lines indicated in paragraph 28 and submitted to Council for further consideration; and
as regards the roll-forward of the two companies' franchises, their advice should be sought at a later date when the memoranda of understanding have been agreed and the Ordinance has been amended.
