There are at present 284 licensed Category 2 Dangerous Goods stores with connecting pipelines to the buildings in which they are situated. It would be the intention that the amended regulations should come into operation on 1st March 1981 to allow the industry a sufficient period of time in which to comply with the new requirements. After the initial period has elapsed it would then be the intention to ensure that they comply with the new licensing requirements when their licences are next due for renewal.

Consultation

The Dangerous Goods Standing Committee has been consulted and has expressed support for these proposed amendments to the Dangerous Goods (General) Regulations. The Government Building Services Engineer has been consulted about the length of time to be allowed to industry and has agreed that it is adequate.

Public Reaction

The public is likely to welcome these proposals which will improve safety aspects of the storage and use of Category 2 Dangerous Goods. There will be a need to publicise the new statutory requirements and the Director of Fire Services will ensure that all licensees of existing Category 2 Dangerous Goods stores are informed accordingly.

Publicity

Suitable publicity will be arranged which will emphasise the need to exercise proper control over the installation and maintenance of pipelines for gas distribution in order to maintain 'public safety.

Financial Implications

There are no staffing or other financial implications arising from the proposed legislative amendments.

Advice Sought

Members will be asked to advise, in accordance with section 5 of the Dangerous Goods Ordinance, whether the Dangerous Goods (General) (Amendment) (No 2) Regulations 1980 should be made,
