The proposed amendments have no financial or staffing implications since there are adequate resources already in the Legislation Enforcement Section of the Electrical and Mechanical Office of the Public Works Department.

Public Reaction

The amendments are not expected to arouse any signi- ficant public interest. Insofar as there is comment, it is likely to be favourable since these measures are intended to reinforce public safety.

Publicity

No special publicity is considered necessary. Answers to any media queries will make it clear that the intention of the amending legislation is generalised and that it is not ocassioned by the existing Ocean Park cable car system.

Advice Sought

Members are asked to advise whether:-

(a)

the Aerial Ropeways (Safety) Amendment Bill at Annex A should be introduced into the Legislative Council; and

(b)

the Aerial Ropeways (Operation and Maintenance) (Amendment) Regulations 1980 at Annex B should be approved in principle, to be submitted to Members to be made after the Bill has passed into law.

(The Principal Government Electrical and Mechanical Engineer (Mr G. J. OSBORNE) and Senior Crown Counsel (Mr A.B.S. PIERCE) will attend before the Council for the discussion of this item).
