MEMORANDUM FOR EXECUTIVE COUNCIL

TRANSPORT ADVISORY COMMITTEE

On 26th October 1965, consequent upon its consideration of memorandum XCC(65)136 entitled "Transport Administration", the Council advised and the Governor ordered that a new committee, the Transport Advisory Committee, should be appointed. The current constitution and terms of reference of, and guidance note for, the Transport Advisory Committee are set out at Annex A.

Since the Transport Advisory Committee was established in 1965, circumstances have changed, by reason of the creation of the Transport Department, and the appointment of the Secretary for the Environment, who is responsible for the co-ordination of all transport matters. Moreover, transport problems have become more severe and complex, due to the rapid growth of traffic and the high demand for transport services, whilst the solutions to these problems have become more technical.

The last appointments to the Transport Advisory Committee expires on 30th November 1973, and this opportunity has been taken to review its role and constitution in the light of these changes.

Role of the Transport Advisory Committee

In order to ensure that the public interest is safeguarded, there is a continuing need for a body, composed of both officials and unofficials, which will tender advice to the Government on transport policy. It is therefore proposed that the Transport Advisory Committee should continue to exist, though with a revised constitution and different terms of reference.

Terms of Reference

Under its present terms of reference, the Transport Advisory Committee has to deal with much technical business, requiring expert consideration and it has had difficulties in discharging its obligations in this respect. The difficulty of understanding some of the more technical problems, and the tendency of some members to concentrate on less vital matters, has sometimes hampered progress. This can be partly overcome by limiting the function of the Transport Advisory Committee to the tendering of advice on general transport matters only, without its energies being dissipated in the details of traffic control and regulation.

At present, the terms of reference require the Transport Advisory Committee to advise the Governor. Since important policy decisions would be more often involved in its new role, it is considered more appropriate for the Transport Advisory Committee in future to advise the Governor in Council. It is therefore proposed that the terms of reference should be:
