Action Taken
1. The Secretary of State has agreed my submission of 11 August.
In the meantime, we have received Hong Kong telegram No 1024
which clearly needs an answer and which I suspect was inspired
by Mr March (SBTC). The reference telegram was a routine
answer to an enquiry from Mr March about the timing of the
Secretary of State's visit. It is up to Mr March to decide
whether he needs to cut short his leave in order to be on hand
when the Secretary of State is in Hong Kong. I see no need
for this since the next major step will be in Peking for which
the Secretary of State will be fully briefed.
2. I submit a draft reply to the Governor stressing the
importance which Ministers and officials attach to this project
and reassuring him that the briefing for the Secretary of
State will take full account of the most recent developments.
It has been cleared with DOI, JNU and FED.
3. The draft letter (also attached) approved by the Secretary
of State, advising the Governor on the role we would wish
Sir L Kadoorie to play, needs no further amendment. (The next
bag to Hong Kong closes on Tuesday, 18 August at 1500).
4. The draft telegram to BTC Hong Kong (also under my submission
of 11 August) could be despatched at the same time as the one
to the Governor.
