1. You wish to draw to the Secretary of State's attention the importance which the Governor of Hong Kong attaches to Lord Carrington raising the matter in Peking in order to demonstrate HMG's interest in a joint project and to establish that the central authorities in Peking share the enthusiasm for the project shown by the Guangdong provincial authorities. (Hong Kong telno 1024). You have already replied to the Governor assuring him of the importance which is attached to this project by HMG. (FCO telno 680). Sir P Cradock has told 99s that he agrees that the project must be discussed during

Lord Carrington's visit. I understand that the subject was touched on during Sir P Cradock's call on the Secretary of State on 18 August.

We now have the views of HM Embassy Peking (Peking telno 522). I have discussed with FED who agree that there would
be no point in seeking a separate appointment with Gu Mu specific- ally to discuss Guangdong. It would, however, be right for the Secretary of State to discuss the project with one of the other Leaders whom he will be seeing and his interest in doing so can be in- timated to the Chinese once we have the Secretary of State's agree- ment to the list of topics for discussion during his visit to Peking which already includes the Guangdong Nuclear Project.
