of State's visit and then to return to London some 10 days later in

order to be present at the DOI for the talks with Mr Stones. It

would also be financially difficult to justify.

5. I have discussed this by telephone with Mr March who agrees that

it would be more sensible for him to take leave after his duty visit

in order to stay on in the UK until Mr Stones arrives. Moreover,

the Trade Commissioner (China Trade), Mr Thomson, would be available

in Hong Kong if a BTC view on the Guangdong project was needed during

the Secretary of State's visit.

6. Mr March has suggested that he call on whichever Under-Secretary

will be accompanying the Secretary of State, either on 22 or 23

September, in order to brief him on Guangdong and also to explain his

ideas on reorganisation of BTC which Mr March feels will be necessary

to meet the additional workload arising from the BTC's increasing

involvement in such projects as Guangdong.
