I promised to put together a contribution to the paper you are preparing on financial liabilities in respect of the Guangdong nuclear power station project. The attached has been agreed by our Legal Advisers and by Hong Kong and General Department. You should be aware, however, that it may be necessary at a later stage to clear the relevant parts with the long Kong Government.
