GUANGDONG NUCLEAR POWER STATION PROJECT
1.
I enclose a copy of a letter to the Governor and a similar letter from Gordon Manzie to Sir P Cradock, both of which cover the first draft of the paper for Ministers on the line to take on UK and Hong Kong participation in the Guangdong project.
2. I should explain that the letter to Peking was written by DOI in ignorance of the bag schedule; it will not, in its present form, reach Peking until 20 September and will not, therefore, serve our purposes as regards timing of consideration of the paper in London. FED are exploring alternative means of communicating the essential parts of it to Feking, either by teleletter or by selective telegraphing.
