4) Meeting between Dr Marshall and the Governor of Hong Kong.

Notes of First Meeting
Dr Marshall opened the meeting with Lu Ying by relating the developments that had taken place since their previous meeting on 12/13 November 1980. He indicated that in his opinion there was sympathy for the idea of equity partici- pation by the UK, although no final decision had been taken at the present moment by the British Government.
During the course of this discussion, Dr Marshall indicated that in his
opinion any equity participation would be in the form of a grouping of NNC/CEGB/ GEC/BNFL/AEA. The advantages of such an arrangement would mean that the joint
operating company would be able to call on the combined expertise of these various
organisations in a relatively easy manner.
