I have now consulted my Board of Directors and am able to state more definitely CLP's position in regard to future co-operation on the proposed Joint Venture, assuming the feasibility study shows a nuclear power station in Guangdong Province to be viable.
At a meeting of the Executive Committee held on November 21, 1979, in Guangzhou, certain proposals were made as to how a Joint Venture Company could be formed to carry out this project.

At the time, in suggesting a Joint Venture Company between CLP and KEC, neither party fully realised the special features and the very heavy responsibilities attaching to the construction and operation of a nuclear power station.
As the feasibility study proceeds it becomes obvious that the concept of a commercial company owning a nuclear power station is unsound.
Since both KEC and CLP agree that a nuclear power
· station in Guangdong Province could be of benefit to both parties, and both desire to co-operate fully in bringing this project to fruition, a new concept must be devised.
