I think you should see the attached letter with its enclosures from Sir Lawrence Kadoorie. I have side-lined some of the more relevant comments in the papers that I would particularly draw your attention to Section 3:
questions arising from notes on management committee meeting held on 30 June 1980; and
2.
the answers provided in Section 4 by Mr Poon who is generally considered to be one of the Chinese Mafia within CLP.

I do not feel it would be appropriate for Mr Manzie necessarily to respond in writing to the various issues raised but clearly we will have to consider our response in the context of briefing for our respective Ministers who are due to see Sir Lawrence in a couple of weeks.
I would therefore value any input you could make to our thinking especially on the "GEO-political issues" raised. I am also copying this to Robert Alston in JNU and Geoffrey Stevens in Department of Energy and would also value a response from them.
