Mr Manzie has requested an early meeting of the Whitehall Policy Committee on Guangdong. This has now been arranged for 3 pm on Wednesday 23 July in Mr Manzie's office, room 902 Ashdown House. Mr Manzie will take the chair and the cony recipients of this minute will be attending.

There have been a number of important developments recently on this project, and the meeting will be asked to consider in particular the attached:

Salient points from Management Committee meeting 9 July and other impressions

Salient points etc from meetings 9 & 10 July 1980

Mr W F Stones' paper on possible joint venture structure.

Other impressions are reported in BTC Telno 92

The meeting will have to consider the financing problems, possible UK participation and disaster insurance bearing in mind that Sir Lawrence Kadoorie is visiting UK from 26 July and has been offered meetings with the Prime Minister, Secretary of State for Industry and Minister of State FCO Mr Blaker.

A coordinated view will be necessary to brief Ministers.
