The employment. of consultants was discussed. KEC felt that as the choice of consultants was related to the supply of equipment, consultants should be chosen after selecting the equipment. CLP suggested that consultants would be required within the four working subcommittees to carry out the studies and that it would be possible to find experts who were not associated with suppliers. CLP advised that there was no consultant on nuclear matters working for CLP at this moment.
It was agreed that consultants should be employed for the joint development in areas where expertise did not exist in the two companies.
Discussion took place on the employment of experienced managerial and operational personnel from outside for the initial management, operation and training of staff in the nuclear power station. It was agreed that experienced managerial and operational personnel from outside should be employed if such resources could not be found within the two companies.
The employment of consultants would be considered in detail by the Working Committee.
Immediate Actions
Sir Lawrence's proposals were given on page 30 of the Agenda.
Formation of the Working Committee was discussed. It was agreed that as it would take time to form the committee, a liaison group should be set up for the time being. Mr. Stones would represent CLP supported by Messrs. G. Ralph, S.K.L. Poon, Y.B. Lee and N.L. Chang. KEC would be represented by Messrs. Chen Gang, Ding Yu-pei, Yen Ming-ho, Shen Jian-sheng and Huang Chi-lai. The liaison group would make arrangements for formation of the Working Committee.
