(ii). Application of these safety regulations and environmental laws in

practice; actual location of nuclear power stations in U.K., distances from towns/cities and population around nuclear power stations.

Detailed site investigation and site selection would be carried out by the Working Committee.

Equipment

Sir Lawrence's comments on nuclear power station equipment were given on page 22 of the Agenda.

The selection of nuclear reactors was discussed in detail. KEC expressed

their views as follows :

(i)

KEC would not accept nuclear inspection as required by the Nuclear Non-Proliferation Treaty.

(ii) Equipment should be of advanced technology and amenable to safe and

reliable operation. (in this respect, experts in China had recommended pressurised water reactors)

(iii) The supplier of nuclear reactors should be able to supply fuel on a

long-term basis.

(iv)

Prices should be competitive.

(v)

Delivery should be quick and punctual.

In addition, KEC expressed a preference for unit sizes of about 1000 MW.

KEC expressed preference for French pressurised water reactors because :

(i)

(ii)

(iii)

(iv)

(v)

The French Government would not require nuclear inspection because France had not signed the Nuclear Non-Proliferation Treaty.

Generator sets rated at 920 MW (thermal rating of reactor 2800 MW) were available.

France promised to provide fuel until China could produce their own.

Loan agreement for a 2x920 MW nuclear power station had been reached.

As China had entered into discussions with France for over a year, preparatory work and lead time would be reduced if French reactors were used.

KEC explained that although French pressurised water reators were preferred, they were prepared to consider equipment from other countries if they were economically and technically competitive.
