VISIT BY MRS BROWN OF DEPARTMENT OF ENERGY.

I understand that Hong Kong has raised some doubts about the visit which Mrs Brown is to make in the middle of April. I write, therefore, to assure you that her visit is with the full sponsorship and support of this Department. We have every confidence in Mrs Brown's ability and believe she can do an excellent job within the area she has suggested. I attach a short paper setting out the proposed scope of her exercises. However she and we appreciate that there are considerable burdens being placed on your people in Hong Kong at the moment and that they will not wish to have them increased if that can be avoided.
I should make it clear, therefore, that we accept that only limited support can be given to Mrs Brown. She is entirely willing to do as much of the spade work as necessary and to rely on your people in Hong Kong mainly for the necessary introductions or other facilities which would make her task feasible. With this assurance I do hope that you and the people in Hong Kong will be happy for the exercise to go ahead.
