The background to the proposed construction of a nuclear
power station in Guangdong Province was contained in the Secretary
of State for Industry's letter of 18 February to Lord Carrington,
who together with the Secretaries of State for Trade and Energy
B agreed that the project was worth pursuing along the lines
suggested by officials.

Inter-governmental discussions have not yet taken place but
the feasibility study described in paragraph 17 of the Department
of Industry paper is under way with UK technical support being
provided by the United Kingdom Atomic Energy Authority.
