2. Mr Parry frequently asks Questions on Hong Kong which he has visited several times. In this particular case, the information on
which he has based his Questions is inaccurate. In particular, Mr Parry has assumed that the nuclear power station he refers to is to be built in "Shum Chun, Hong Kong". Shum Chun is in fact in
·
Guangdong Province to the north of Hong Kong. If a power station is to be built and no decision on this has yet been made it will be neither in Hong Kong nor in Shum Chun.
3. The Governor of Hong Kong, who has been consulted by telegram, has suggested that, because of the inconsistencies and misunder- standings implicit in some of the Questions and the desirability of making a positive statement, which will also be useful in Hong Kong, it would be better to answer all the Questions in a single comprehensive reply. This seems sensible. Parliamentary Unit concur.
4. The Governor has subsequently suggested that the Chinese be given advance warning of the statement, both in Peking and in Hong Kong. I can see no objection to this providing it is done just before the answer is published at 1600 hours on Monday 2 June. Parliamentary Unit will inform us of any last minute changes to the text of the answer but we can tell Hong Kong and Peking in advance that they may hand over the text in Hong Kong telegram No.684, making it clear that it is subject to last minute drafting amendments.
5. I submit a draft reply as proposed by the Governor, and a back- ground note prepared by JNU. FED and the Departments of Industry, Trade and Energy, who have been consulted by JNU, concur.
