All these various considerations interact one upon another and, depending upon the importance that we give to various points, we could end up with decisions of quite different characters. At one extreme we could place a fixed price turn key contract for the rapid supply
of
a complete power station and, at the other extreme we could choose a company with which to place a comprehensive contract, plan with them what we would do ourselves, go out to tender on a worldwide basis for the rest of the plant and buy in a nuclear steam supply system from one of the established manufacturers like Framatome, Kraftwerk Union or Westinghouse. It would obviously be best if we wore able to reach some preliminary opinions upon these key issues before we approach reactor vendors themselves.
Finally I must stress again that this paper is written not to bring forward immediate decisions but, at Sir Lawrence Kadoorie's request, to high- light some of the key and difficult decisions we will need to make in the next
few months.
