Training, Operation and Maintenance

It is customary for all reactor vendors to offer training for the operating staff of the customer utility. Often, however, that training is oriented towards people who have had experience of working on nuclear power stations in previous years. The KEC/CLP project will need to set about the task of training and operation from a more fundamental and comprehensive point of view. The importance of training has been highlighted by the accident at Three Mile Island which demonstrated that the competence and knowledge of the operating staff was an essential pre-requisite to the good safety of a nuclear reactor. In my opinion, it is not possible for a reactor vendor by itself to provide this comprehensive training. It will, therefore, be necessary to seek an agreement with a utility to provide help of this kind. The natural way to do that is to seek such agreement with a utility from the same country as the main contractor for the project. Thus, for example, if the main contractor is Framatome, we will need a parallel agreement with Electricite de France. If the main contractor is Westinghouse, we will need a parallel agreement with a large American utility like Duke Power or Commonwealth Edison. If the main contractor is a British company, we will need a parallel agreement with the CEGB. If the main contractor is Mitsubishi, we will need a parallel agreement with a Japanese utility operating PWRS, probably the Kansai Electric Company. It follows from this that our choice of main contractor cannot be made in isolation. We must also be satisfied that we can get good and constructive interaction with an appropriate utility.

This is influenced by the choice of contracting method as outlined earlier. It is also influenced by a realistic assessment about what can be done at various points in time. I assume that China would like to develop its indigenous capability as rapidly as possible and would like to do the best it can on the first reactor and then successively do more and more with later reactors. This needs to be done with great care and it is essential to choose a main contractor which is entirely sympathetic to this point of view.
