Mr Jeaffreson has asked me to reply to
your letter to him of 7th October 1980.

On the subject of an oil refinery in Hong Kong, on 2nd September 1980, the Governor-in- Council ordered that further feasibility studies should be undertaken. This was on the basis of Memorandum XCC(80)105. I understand that a copy of the Memorandum, as with all Executive Council papers, will have been sent to the Hong Kong Department and you may wish to obtain this and read it for background information. The further feasibility studies are those described in paragraph 32 of XCC(80)105.

With regard to Hong Kong's emergence as a logistics support base for oil companies engaged in exploration in China, I enclose a copy of a recently compiled brief which gives the latest position. Our current oil stock situation cannot easily be explained in detail because of the large number of different oil products involved and the incessant fluctuation in stocks caused by the practicalities of the oil companies' shipping schedules
etc.

With regard to fuel oil which is the most important product to Hong Kong because it is at present used for all power generation, the quantity usually stored in Hong Kong represents about 45 days' requirements
