A further avenue also now being cxplored is an approach to the British National Oil Corporation (BNOC) through the Foreign and Commonwealth Office. BNOC would not normally have been considered as a potential seller because it had boon said that they would only occasionally havo refined products available (as a result of complicated product exchange deals). Since, however, all the normal methods of oil purchase have proved fruitless, it is thought that this possibility should be looked into.

In brief, since 20th May 1980 when the idea of tanker storage was mooted :

thorough costings and assessments have been carried out;
following consultation with the Oil Policy Committee, necessary approvals have been obtained from Executivo Council end the Finance Committee of the Logislative Council;
a company has been set up to carry out the project;
a project manager responsible for administration of the scheme has been appointed;
the necessary loan facilities have been negotiated;
thorough planning has been carried out with regard to such matters as mooring locations, discharge plans, pollution control measures and purchase agreements between Owensbord and the power companies;
tenders have boon called for the
roquired fuel oil but no suitable offers have been received, largely because of the Iraq Iran war; and
