There are reports that, because of their unruly behaviour, the Shenzhen municipal authorities have decided to send back gradually the many building workers brought in from other counties and to replace them with local workers or those considered to be more reliable ideologically. Many of the imported workers have

attempted to escape, often soon after arrival.

There have been a number of cases in which shots have been fired at escaping immigrants (and also suspected smugglers) but the incidence is not such as to suggest that new orders have been issued. However, there have been two recent occurrences in which traffickers who were intercepted just off the Chinese shore while organising escapes by boat were shot dead.

During June, 24 motorised boats, 3 merchant ships and an Australian warship brought in 1,055 refugees from southern Vietnam. All except 14 were ethnic Vietnamese. Two sailing boats carrying 130 ethnic Vietnamese and 4 ethnic Chinese arrived from North Vietnam, the first to come from there since the moratorium began. 13 boats carrying 1,328 Vietnamese who claimed to have come direct from Vietnam but were in fact former settlers in China also arrived. The month's total of refugee arrivals was therefore 2,517, of whom over one-half

had been settled in China.
