NCNA officials regard the current cultural productions

at the Sunbeam Theatre as successful although there has been some disappointment that the visit of the Peking Opera Group to perform both at the Asian Arts Festival organised by the Urban Council (the first time a Chinese cultural group has participated in the Festival) and subsequently at the Sunbeam Theatre has not been the publicised triumph which was hoped for. This is partly because Cantonese opera has greater appeal in Hong Kong and partly because the cast included no widely known individual

artistes.

26.

Celebration of the National Day, marked by various

functions between 24 September and 5 October passed off without

incident. The functions were on a lesser scale than in previous

years with emphasis on economy and simplicity. There were

markedly fewer communist officials invited to attend the major

events but the number of other guests remained about the same as in the past. Attendance at the function organised by the

Federation of Trade Unions was reduced from 1300 in 1979 to some 400 this year.

LABOUR AFFAIRS

27.

The most noteworthy of several industrial disputes, none of much gravity, involving Civil Service unions concerns the Union of Post Office Employees, which is challenging what it views as unfair promotion practices within the Post Office.

The union has petitioned the Governor and threatened industrial action in December to disrupt mail services unless its grievances

are met.
