The Governor, accompanied by the Senior Unofficial Member of Executive Council, Sir S.Y. Chung, and the PA, visited Guangzhou on 20 -21 October, primarily to reveal to the Chinese authorities the plans for the return of illegal immigrants reaching base and to seek Chinese co-operation in implementing these plans. The discussions, which were held with a number of Vice-
Governors, were useful and friendly, covering, in addition to illegal immigration, economic co-operation and the Guangdong nuclear project. In the absence of the Governor of the Province (XI Zhongxun) the Acting Governor, YANG Shangkun, acted as host and expressed strong support for the new policy. One useful bonus from the meeting was an agreement by the Chinese to an immediate meeting with the two Heads of Departments concerned in Hong Kong on the subject of rabies, which has spread across the border from China and is causing some concern.

An Economic and Trade Delegation of 8 officials led by the Director of the Guangdong Foreign Trade Bureau, Mr. FENG Xueyan, paid a week's visit to Hong Kong. The visit, a sequel to that made to Guangzhou by a Hong Kong trade mission in May 1980, provided an opportunity for discussions with both Government and commercial organisations on port operations, border crossing facilities, certification of exports and general trade matters.
