The Governor opened the meeting by describing the position so far reached. Although Huang Hua's response to Lord Carrington at their London meeting was that Deng's assurances were enough for investors it was clear from his later conversation with Sir Edward Youde that he had taken on board the difficulty presented by fifteen year mortgages. Sir Edward Youde had left it that both sides should reflect on the matter. Since then the only signs of movement had been general and low key remarks by Tan Kan of NCNA that they were thinking about the lease problem. Sir Percy Cradock confirmed there had been no signs of movement in Peking.

The meeting then considered the line which might be taken by Lord Carrington during his spring visit, when he would probably see Deng as well as Huang Hua. It was generally agreed that some form of agreement on land leases must be reached before the end of 1982. However, opinion was divided on the timing of a request for negotiations. The Governor
