He also saw the Green Paper as a tactic to breed a sense of belonging among the local population who, as time went by, would develop a resistance against any attempt to change the status quo of Hong Kong.

Analysing recommendations in the Green Paper, the Hong Kong Economic Journal (June 18) was worried that the proposed district boards would replace com- munity organisations like kaifong associations and become the sole machinery to monitor public opinion.
On the proposed extension of the franchise, Wah Kiu Yat Po (June 29) said that research should be conducted to see whether amendments should be made to the proposed period of residence required of voters.
The Hong Kong Times (July 3) felt that since the Urban Council had failed to solve the basic problems for the public over the years, the extension of the franchise would not help much in raising the public's interest in elections.
In a second editorial, the paper (July 4) described the proposed constituency system as a reform in line with the progress at the present stage and in the existing circumstances.
