SECRETARY OF STATE'S VISIT TO CHINA: FUTURE OF HONG KONG

Problem

1.

During his visit to China, the Secretary of State will wish

to raise the question of the future of Hong Kong and should be

prepared to discuss the problem of New Territories leases should

it be raised by the Chinese. How should we brief the Secretary

of State?

I recommend that Mr Blaker approve the attached draft

'Points to Make' to be used in a brief for the Secretary of State.

This is in two parts:

a) the main brief covers the general question of the

future of Hong Kong and mentions leases in the

New Territories;

b) a supplementary brief covers the particular problem

of leases in the New Territories in more detail.

This could be drawn on either by the Secretary of State,

if Chinese leaders were prepared to go into detail, or

more probably, by officials.

Background

3.

The Secretary of State has agreed to raise the question of

the future of Hong Kong when he visits China in early October.

Background to the discussion on tactics is provided in the record

of a meeting between the Governor and Mr Blaker on 14 July and a

followpup meeting of officials on 8 August. There has so far been

no further development on the projected China Resources new town

in the New Territories.
