In the context of British decolonisation policy I have been asked to explain the exact status of Hong Kong and say why the territory was removed from the UN list of dependent territories in 1971.

Our files here do not give the background and the July 1980 political Background Brief for use at International Meetings does not give the sort of answer I need. For instance, I am not clear what sort of tacit agreement we might have with the Chinese to prevent discussion of the territory in the UN Decolonisation Committee (the Committee of 24). Could you let me know how I should respond? It will be useful to have a stock answer for future reference.
