Many thanks for your letter of 5 June. I agree that this development could be of considerable importance in the wider leases context. We shall be very interested to hear how much further contacts establish as to whether the messages are genuine and on good authority.

If they are genuine, then I agree that the legal aspects will be important. To this end, we have shown your letters about Tin Shui Wai to the department's Legal Adviser and addressed to him a number of hypothetical propositions. answers are on the enclosed minute of 12 June. I hope these will help you.

We are now working on a submission to Ministers on the (Hkkonider problem (FCO telegram No 332 to Peking). It would be very helpful to know of any further developments on the Tin Shui Wai or other aspects which could affect our advice. One point which has struck us is a recent report of remarks by the Governor of Guangdong and his Deputy about a 'formula! having been found on the problem of Hong Kong and Macao and on the idea of the two territories being 'special zones' in China GIST for 6 June. We have not yet seen the full text.
