I enclose a note on this subject which outlines the principal developments up to 1949, together with a copy of that section of Peter Webb's draft paper on relations between China and Hong Kong which deals with the same subject. Peter Webb's note takes events up to 1979 (Governor of Hong Kong's visit to China).
