1. Thank you for your letter of 10 July. I am very sorry that we failed to put in the enclosure to my letter of 16 June and still more that we did not respond to your telegram No 796 on the subject. The latter was put away on the file by mistake during a period of staff changeover in our registry.

Meanwhile we
I now enclose the minutes in question. will be dealing with the points raised in your letter and John Griffiths' paper. The Governor discussed the question in general with Mr Blaker on 14 July. It has been agreed that there should be a meeting of Legal Advisers with the Attorney General at the beginning of August. This would be followed by a further meeting of officials (in which the Governor would take part) to work out a political line, with the Secretary of State's visit to Peking very much in mind.

We will let you know how thinking develops and we will get in touch separately with John Griffiths about the timing for a meeting.
