Future of Hong Kong: As the Governor suggested, there is no pressing need to pursue this with the Chinese at present. If the Secretary of State goes to China early in 1981, this should be soon enough for the subject to be broached.

Guangdong Nuclear Project: There is a pressing need to get a clear indication of Peking's commitment to the project. The Secretary of State could therefore raise this with Huang Hua and FED have a brief in hand.

Meeting with Sir L Kadoorie: In view of the high level of interest in the Guangdong project, it might be appropriate for a brief message to be sent via the Governor expressing the Secretary of State's disappointment at not being able to see Sir L Kadoorie.

Meetings with UMELCO etc.: No action

Green Paper on Local Administration: should be aware of the background.

Air Services: Unless this is raised by the Secretary of State with Huang Hua, Sir E Youde will need briefing. It should also cover the Hong Kong aspects. MAED/FED will provide.
